Vintage/Antique enamelled propelling pencil

Approx 6.3cm long with ring on end.

Not sure if complete -basically a tube with a sliding ring/collar-no obvious internal parts.Metal needs a polish -looks like Silver but unmarked.Yellow enamel has some damage to edge of shaped slot and on sliding collar.
