I would think that this Programme was from a Schools & Colleges production, on Social History.

There are lots of wonderful archive shots ofStreets with large gas greedy cars and the fashion of that time.It shows construction of the high rise skyscapers.The Poor and Needy of the City are shown.The commentary gives you the background of how N.Y. came about.
