 This is a gorgeous piece of vintage track iron.  Badged as Talbot's of San Mateo, a bike shop in California, this is most likely a rebranded Gitane Track frame, as adjudged by the lugs and seatstay treatment.  The fork is factory drilled for a brake, so this will be safe on the street.

The frame measures 55cm center to center on the seat tube, and the same on the top tube.  Each lug cluster is stamped with the angle e.g. 72 or 61.  It's kind of neat to see. 

The seatpost is a vintage two bolt Campagnolo record seat post.  It measures 25.0 cm, and is included with the frame due to the difficulty of sourcing a vintage post of this size.  The headset and bottom bracket are also included.  The BB is a lower level Shimano BB, and I believe the headset is original to this bike.

The paint is what is least desirable, but it is the original paint job.  I would hesitate to cover any patina this frame has acquired.  I'll leave it up to the winner to do that!

Honestly, this bike is beautiful when built up.  The quality of construction is obvious when you look at the delicate rear triangle, or the graceful swoop of the curved fork blades.  You cannot build this sort of bike on a factory line in Taiwan! This is pure classic craftsmanship.
