The first two layers are ruched stiff tulle attached to the lining.The first tulle layer is with beautiful lace hem.The inner layer is smooth satin-like polyester lining to hold the metal hoops. 5 hoops, made of very light-weight thin metal with skin-friendly none-toxic coating, can be looped around themselves to fit into a suitcase.
