You are bidding on one of the more sought after SYROCO CORKSCREWS made the Syracuse Ornamental Company. This happy fella is known for obvious reasons as the LAUGHING MAN. He has been laughing since around the 1940s to 50s. The company made a variety of figural corkscrews which have become highly collectible...some selling on e-bay for as much as $3,000 (for their Golden Knight)!  I have collected many of their offerings but alas, I haven't, as yet, found a Golden Knight to call my own...but I keep looking and often enough, I find others like this laughing man. This guy isn't quite perfect as you will see in the second picture, there is a small amount of wear to the finish at the back of his head...someone should have given him a pillow. Other than that, the rest of his finish is in excellent condition. He'll be an excellent addition to any corkscrew collection.  Good Luck!
