A reserve price is the minimum price the seller will accept. This price is hidden from bidders. To win, a bidder must have the highest bid and have met or exceeded the reserve price.
Virginia-born Woodrow Wilson taught and wrote about American politics,
beginning with Congressional Government (1885), before becoming
President of Princeton University (1902-1910). Elected Governor of New
Jersey (1911-1913), he broke with the conservatives who had promoted his
candidacy and governed as a reformist and opponent of machine politics. In a
3-way contest for the Presidency (1912), he won only 42% of the vote but was
elected because President Taft, the Republican nominee, and former President
Theodore Roosevelt, running under the banner of the Progressive Party, divided
the remaining votes. During his first Presidential term, Wilson pursued a
progressive domestic agenda, which included establishment of the Federal Reserve
system, the Federal Trade Commission, and prohibitions of child labor.
Narrowly re-elected in 1916 on the slogan "He kept us out of war", Wilson proved
unable to avoid American involvement in World War I. Ultimately convinced that
the U.S. could not remain neutral, Wilson sought to turn a traditional conflict
among great powers into a crusade to "make the world safe for Democracy".
Although his efforts to promote a new kind of international system embodying
his "14 Points" and a League of Nations earned him the Nobel Peace Prize
(1919), they were resisted by other foreign powers at the Versailles peace
Conference, and the U.S. Congress rejected U.S. participation in the League.
Presidential Executive Orders and Proclamations are

documents and held to have the same effect as laws. The
Constitution grants legislative powers only to Congress, and Congress and
the courts have never reclaimed these powers. Executive Orders are authorized by the
President's statutory or Constitutional powers. Proclamations are issued by virtue of the
President's office, by law, or in response to Congressional joint resolutions. Although
there is no legal difference between the two documents, most Proclamations address the
general public while Executive Orders are generally used to direct government agencies or
officials.

"The area of land hereinafter described, situated in the Canal Zone, consisting of two parcels, which include Fort Clayton, The Panama Arsenal, The Engineer Depot, and the Post of Corozal, is hereby set apart and assigned to the uses and purposes of a military reservation under the jurisdiction of the Secretary of War; but said area shall be subject to the civil control and jurisdiction of the Governor of the Panama Canal, in conformity with the Panama Canal Act ... No structure shall be constructed by the military authorities within two hundred (200) feet of the present banks of the Canal..."

The Corundu Military Reservation was established December 30,
1919, although it was not officially named until May 21,1934.
The spelling of 'Corundu' was later changed to 'Curundu.'
The original reservation consisted of Fort Clayton, the Panama
Ordnance Depot (formerly the Panama Arsenal), the Engineer Depot,
the Post of Corozal, Paraiso Camp and Albrook Field. Most of Curundu reverted to the Republic of Panama in 1982. Under the Treaty of 1977, the Department of Defense retains
control of certain installations, known as 'Defense Sites.' These
are: Corozal, Albrook Air Force Station, Howard Air Force Base,
Rodman Naval Station, the Cocoll housing community, Camp
Semaphore, Forts Clayton and Kobbe at the Pacific end of the
Canal, Galeta Island, and Forts Davis and Sherman at the Atlantic
end.
Fort Clayton opened in 1922, and was named in honor of Colonel
Bertram T. Clayton (Quartermaster Corps, U.S. Army), who was killed in action in Europe on May 30, 1918. Located directly
across from Miraflores Locks, Fort Clayton was constructed to
accommodate one regiment of Infantry on in-filled land called the
'Miraflores dumps.'
Funds were allocated on April 23, 1919, to The Panama Canal for the construction of Fort Clayton. Construction of the post,
which originally included a headquarters building, battalion
barracks buildings and family housing, was completed by July 1, 1920.
During World War II, Fort Clayton served as the headquarters for
the Panama Mobile force and the Security Command. The
installation, became headquarters for the Army component of the
Southern Command on 'Treaty Day.'
