This report is a reprint of the Evidence submitted to the Parliamentary Home Affairs Committee on the occasion of their visit to Liverpool in 1980 during the course of their investigation into Racial Disadvantage. The final paragraph of this report states "But time is running out. A combination of one of Britain's bleakest employment areas with one of Britain's most disadvantaged black communities could be disastrous". As the world now knows, time did run out after this report was written with the upheavals of July 1981 in Liverpool 8, followed by the Home Affairs Report on Racial Disadvantage, the Scarman Report, the Heseltine initiatives, the Merseyside Police Authority's Working Party on Police~Public relations, and the re~organisation of policing in Toxteth. The publication of this detailed and wide~ranging evidence should be of value to all those concerned to understand and eradicate Liverpool's deeply entrenched patterns of racial discrimination and disadvantage.
