The Health and Safety Executive (HSE) have published an article on their website (www.hse.gov.uk) highlighting the myth (July 07) surrounding the Portable Appliance Testing (PAT Testing) of electrical equipment within the office environment.  It has been a general misconception by employers and further enhanced by companies carrying out PAT Testing keen to improve their profits that all electrical equipment within an office environment should be subject to annual PAT Testing, this is not the case.  The requirement is for the equipment to be maintained which does involve regular recorded checks, which can be carried out by means of a Formal Visual Inspection.  The result unfortunately is that many businesses place PAT Testing of office equipment as an annual budget item meaning that other key objectives are left untouched.

The frequency of PAT Testing is determined by the risks associated within the environment that electrical equipment is used.  As an example where equipment within an office is moved around on a regular basis damage is more likely to occur to the equipment and / or the associated cables than in an office that remains unmoved.  Therefore inspection and testing should be more frequent.
