Bit of a long shot as I am not totally sure what this is!  I had a phase a few years ago when I made some rag rugs and I remember buying this then but it was never used.  It has a hole and groove at one end and I think the rug making tool goes in there - but if you bid on it I am sure you will know exactly what it is.
