suspected engine seizure???

I bought this scooter from a local youngster who from what i can gather has attempted to fit a bore kit & messed it up

The reason i'm selling it as a suspected engine seizure is that the kick start does not kick,it's stuck solid? I have not investigated this any further & dont have the time which is why i'm selling it as it is but going by the tube of gasket sealant under the seat,a receipt for a bore kit dated 27/06/09 & obvious signs of sealant around the head,there's a strong chance it just needs the top end sorting out

As you can see in the pictures the bike needs a general tidy up,it's had a diy spray job done to turn it green which actually isn't that bad but they've only sprayed the outside of the panels so the insides are still yellow

taxed until the end of feb 2010

mot until 20th march 2010

with a bit of time & effort this could be a great little scooter

racing exhaust,the belly pan's there but not on the bike,the right hand side engine casing/flywheel cover is missing,various scratches/scrapes (see pics)
