In een verre toekomst, waarin 'Judges' politie, jury en rechter tegelijk zijn, steektStallone, als 'Judge Dredd' met kop en schouders boven alle andere 'Judges' uit. Hij leeft volgens de wet, hij ademt de wet, hij is de wet. Wanneer hij onverwacht van moord wordt beschuldigd en naar de beruchte strafgevangenis in Aspen wordt gestuurt, realiseert hij zich dat hij slachtoffer is geworden van een uiterst sluw complot, opgezet door Rico (Armand Assante). Rico was vroeger niet alleen zijn vriend maar zelf ook een 'Judge'.Hij besloot echter zijn kwaliteiten en talenten in dienst te stellen van misdaad en terreur. Dredd ziet kans tijdens de verbanning naar de gevangenis te ontsnappen en via de dodelijke woestijn terug te keren naar de stad. Deze stad (Mega City 1) is een ware vesting,waar men op high-tech niveau leeft terwijl totale chaos de straten regeert. Wanneer Dredd eenmaal terug is in de stad, barst een stormachtige confrontatie los tussen hem en Rico, waarbij Dredd uit is op wraak en gerechtigheid
