An ND filter will reduce the amount of light hitting the cameras Sensor/Film without affecting the color. One example for using an ND filter would be taking a picture of a waterfall on a bright sunny day. The ND filter will allow you to use a slower shutter speed which in turn will give more motion blur.

This ND8 filter will reduce the light entering the camera by 3 f-Stop's.
